Managed Learning Environment (MLE)
The Serco Managed Learning Environment (MLE) incorporates the functionality of the Virtual Learning Environment (VLE) and additional technologies such as the Training Managment System and ePortfolio (see below for details for details of these products).
The Serco MLE has been designed to meet the needs of the Health Sector and NHS users are involved in future development specifications. Recent developments includes links with EKSF, Survey Manager Tools and improved editing tools.
The Serco MLE can be found supporting 1.3m users across the NHS and assisting the UK Defence Academy's delivery of training at the Joint Services Command and Staff College.

Virtual Learning Environment (VLE)
The Virtual Learning Environment is a Learning Management System (LMS) in its own right. It is also a Learning Content Management System (LCMS), with a content repository at its heart.
This repository is developed to SCORM/IMS standards, meaning that any online learning content developed to the same standard can run within the system. The benefit of the standards is that progress through the online content is tracked and can be reported.
The VLE can be used as a public website and private intranet, with secure control of access to individual areas post-login.
The VLE provides a range of communication and collaboration tools, including:
- Collaborative File Areas - support group or project work, enabling groups of users to share files
- Discussion Groups - moderated or un-moderated asynchronous threaded discussion groups, with the capacity to attach files to discussions for other participants to download
- Online conferences – ‘real time’ text based conferences can be scheduled or ongoing, and can include guest “speakers”. All conferences are recorded and transcripts are stored, so a participant missing a conference can review contributions.
- Noticeboards - allow message posting and the optional attachment of files for invited users to download. All posted notices are time limited with a start and end date, which eradicates the situation where hundreds of messages may be posted and remain visible, overwhelming the user. All Notices are stored indefinitely and therefore can be re-used by changing start and end dates.
- Text Announcements - can be made available to any individual when they log on, and can be scheduled when an announcement appears, so that for instance reminders appear at the most timely moment

Training Management System (TMS)
The Training Management System is designed to match the training and development needs of the individual to the strategic requirements of the organisation. At the same time, each individual is directly involved in their personal and professional development planning, and so gains ownership – with all the accompanying benefits – of the process.
TMS is competency based, so the organisation can create a framework of competencies that are related to specific job roles and individuals can self-assess their competencies against the framework, producing a gap analysis. The individual ’s competencies can also be assessed by a line manager to ensure objectivity.
The TMS allows competencies (e.g. Knowledge and Skills Framework (KSF)) to be aligned with Job roles and learning activity, allowing users to search for appropriate learning activity to develop their skill and competence levels
Learning activities and resources can be managed to match competency development needs, for example: a course of study to meet an ongoing development requirement or a workshop to fill an urgent gap such as a Health and Safety need.
The key features of the Training Management System are:
- Set up learning and development activity
- Set up personal development plan with monitoring and review capability
- Integration with competency frameworks, for instance the NHS knowledge and skills framework
- Match job roles and learning activities with competencies and levels
- Learning activities can include elearning; paper based learning, workshops and programmes
- Search for learning activities based on competency and delivery type criteria and book online
- Automated correspondence to delegates
- Manage attendance
- Issue certificates
- Set up and schedule instances of learning activity
- Manage financial aspects of training
- Gap analysis for both individual and group
- Automated notification of individual development plans to line managers
- Easy search for training activities linked to a job role competency

ePortfolio
ePortfolio is an online teaching and learning resource used by both staff and leaners to manage the process of evidence submission and verification for vocational qualifications. Compared to paper-based systems, the online system offers significant efficiency, ease of access and cost benefits.
Staff can define courses, which are comprised of mandatory and/or optional units, that can in turn be further defined as elements and statements, and then in terms of performance criteria, scope, knowledge and understanding, to match the structure of a vocational (or other) qualification.
Staff can enrol leaners onto courses, and manage their progress through the course: staff can access a student’s log sheets or ‘record of work’ as a witness, assessor or verifier.
Learners can upload completed work as evidence and can track their own progress, for instance by seeing comments made by assessors about each submission.
